Financial Planning By Jawans/Noks Of Deceased Personnel

Every serving personnel should be aware about various investment schemes introduced by Central/State Governments/Banks/Post Office/ Insurance Companies etc and they may invest the earnings in various schemes in proper manner to secure their future. Welfare Officers of Group Centres/Units have already been directed to update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they should advise personnel for proper financial planning. However following few guidelines are issued for financial planning by personnel:

·It is very essential to draw up a budget based on income/salary of person and budget will help to spend less than salary. Once the budget is ready, we will have on hand a ready reckoner which will give us a detailed record of income and expenditure. We will have complete picture of where every paisa has gone.

·Every personnel should maintain a separate file or folder for all financial matters like accounts and taxes, if they want to enjoy sound financial health.

·Whatever income of a personnel, just set by a little amount every month as compulsory savings. "Little drops of water make the mighty ocean".

·Set clear financial goals. If we want to save enough to buy a home, afford at least one holiday or buy own vehicle, the beginning of career is best starting point.

·Beware of credit card and other debts. Remember that interest rates on loans are exorbitant and we will end up paying huge amounts if we are not careful. Pay up debts and never let them accumulate. We have to be especially careful about credit cards which will tempt to spend and lead to definite disaster.

·There is one sphere that we have to be really wary about as it can send all our careful budgeting for a big toss. We are talking here of impulse spending where we end up buying something that attracted that moment but was not what we really needed.

·Always be careful about what we put our signature to. Read every thing fully before sign, be it an agreement or contract. We never know what lies between the lines. Ignore this and we will be in trouble.

·Try to avoid doing things that might become addictive and which may lead to ruin. We are talking here of gambling, addiction to drugs or smoking all of which are highly dangerous and a drain on our finances.

·Never let your money sit idle when it can multiply and earn more. Discuss with agents and work out the investment model which suits to personnel best. This way our money will be active and not sit wasted in some basic savings account.

·Never trust an unknown agent who might call and make tall promises about doubling money in record time. While they might end up with fat commissions for investing our money in dud financial instruments, we will end up with nothing.

·Never jump into something without doing proper and thorough home work. Study the market well if you want to enter it.

·Try to avoid speculation and gambling. Whenever we receive or hear of super hot tips, we might be tempted to speculate, but it would do good to remember that when that stock crashes, all our money goes with it.

·Once we are adept at studying market trends, use our common sense to identify solid instruments whose prices keep climbing. Some instruments might have a phenomenal climb, but always remember that the market corrects itself and what goes unnaturally high must also come down. Learn to divest of the instruments at the right moment and have no regrets.

·Always consult professional if we are in any doubt.

·Be aware of all the money transactions and take note of how much are the outgoings by way of fees for all the trading. This will prevent from taking expensive decision that may backfire on us.

In addition to above, Welfare Officers of GCs/Units should advise NOKs/Dependents of deceased personnel to invest the dues/amount received by them in various investment schemes in proper manner to settle their liabilities and to secure future of their growing children.

Welfare Officers of Group Centres and Units should update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they may keep ready reckoner for advising serving personnel as well as NOKs of deceased personnel for proper financial planning to secure their future.

Ac- III Tier Rail Coaches For Capfs

MHA has conveyed the approval of the competent authority for attachment of AC-III tier extra coaches in four trains on regular basis for the personnel of CAPFS throughout the year for a period of one year vide their UO note no. 27013/30/2010/PF.IV dated 11/01/2013 and same has been operative w.e.f. 16/05/2013.

Standing Operating Procedure

1. General

There is a requirement of Standing Operating Procedure (SOP) for earmarking/attachment of Railway Coaches ( AC-III Tiers) that is to be provided by Ministry of Railways for the Officers/Jawans of CAPF personnel. Accordingly, the Standing Operating Procedure is prepared as follows:-

3. Aim

The aim of this Standing Operating Procedure is to streamline the procedure adopted for smooth operations of dedicated Railway Coaches attached for the personnel of CAPFs in 4 Trains and healthy coordination between the CAPFs for optimum capacity utilization for the benefits of the troops. The details of four trains are as under:-

Entitlement To Avail Railway Coaches

a.All Serving Force personnel will be entitled to avail the facility.

b.During Leave (two side on EL and one side on CL), Temporary duty, posting/Tfr, Courses etc.

c.The personnel availing this facility must not be issued any railway warrant.

d.This facility will also be available to the families and two children as enshrined in LTC Rules 1988.

e.Preference should be given to those persons of the rank of SOs/ORs who are deployed/stationed at far flung areas/LWE.

f.Leave may not be clubbed with Temporary duty to avail the facility.

g.All concerned should maintain the record of each person availing the facility.

h.All personnel should be in possession of laminated I/Card and movement order/leave certificate, as the case may be.

Co-Ordinating/Nodal Agency

Local deployed CAPFs will be responsible for coordinating with Railway authorities and various other CAPFs for smooth conduct of the coach operations and management of passengers as per quota. Accordingly different CAPFs are given responsibility for providing Force Nodal Officers/Nodal Officers in various locations as follows:-

(b) (i)Force Nodal Officer (FNO) will be assisted by one SO (Inspr/SI) who will be the Nodal Officer (NO) and one NCO each from other CAPFs wherever available.

(ii) Transit Nodal Officer will also be detailed at the major intermittent Rly Stations by the CAPFs whose deployment in the indentified routes of four trains exists.

(iii)These Nodal Officers will be in proper uniform to recognize as well as to show their identity in the CAPF coach.

Responsibility and Management of Troops by Force Nodal Officer (FNO), Nodal Officer (NO) and Transit Nodal Officer (TNO).

i.Receipt and dispatch of all troops by NO.

ii.Respective NO will arrange for the accommodation in the transit camp and transport from the transit accommodation to Railway Station for the troops including their luggage.

iii.FNO will liaise with the Railway authority and undertake all activities

iv.involved in the movement of the coaches.

v.FNO will liaise with NOs and collect the list of troops for dePARTure 24 hours in advance.

vi.FNO will prepare the Passenger Manifest and transmit the same to the Station Manager of Railway Station.

vii.NO will brief the troops about the do's and don'ts of Rail travel.

viii.FNO will collect the authority of traveling and hand them to the NO.

ix.NO will distribute the tickets/authority of travel among the troops and ensure that the troops are sent well ahead of time to the Railway Station.

x.NO will also report no-shows to the FNO and will also propose alternate troops as passengers for inclusion in the passenger Manifest by the FNO.

xi.NO will document all cases of no-shows and cases requiring disciplinary action and inform the concerned controlling HQrs for taking necessary action.

xii.After dePARTure of train, combined passenger manifest will be circulated to BSF as well as concerned CAPFs by respective nodal agency on the same day through fax for record.

xiii.FNO/NO will also liaise with Transit Nodal Officer detailed by respective CAPFs at various major intermittence Rly Stations for convenience of troops and coordination with other CAPFs.

Screening/Documentation/Passengers Manifest

a.The list of passengers including their regimental No, Rank, Name, Unit/HQ, Sex, age, date of journey, journey from-to, name of boarding station, details of onwards journey, Mobile number, address etc. should be provided to the Nodal Officer by each CAPF at least ten days in advance which will be compiled and the combined Manifest will be provided to Station Manager 24 hours prior to dePARTure of train, at the respective Railway Stations.

b.In most emergent cases the last change may be informed to Station Manager by NO at respective Railway Station five to four hours before the scheduled time of the train. However, reserve passengers will be considered again the vacant berth.

c.A list will be prepared in respect of each individual for availing rail coach at the Unit/HQ in the format at (a) above which will be produced to the OC transit Camp/FNO while requisitioning for the berth.

d.Persons intends to avail this facility, will approach to concerned HQ or nodal Officer thorough telephone/ SMS , from where the trains will originate to get the berth reserved on availability of berth at least 03 days in advance in the format at (a) above.

e.Person who wants to board at intermediate stations, will also approach to concerned HQ or Force Nodal Officer & Nodal Officer from where the trains will originate for reservation of berth in the format at (a) above.

Office Space, Telephone Number And Mobile Number

Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs.

a.Space to the Force Nodal Officer and his team at Railway Station may be provided by CAPFs of Nodal Agency/Railway authority.

b.Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs.

Ticket & Reporting Time

A list of passengers who will commute the journey will be provided by the Force Nodal Officers to the Station Manager and on the basis of this list, Nodal Officers will collect the authority of traveling in earmarked coaches from Station Manager at Railway Station one day prior to the date of journey in the shape of Token, Coupon and boarding pass or any authority provided by Station authority.

10 Security Check

All passengers are required to carry their laminated Identity Cards for identification. All passengers will undergo the security check at the platform and luggage screening as per the procedure of Railway.

11 Check In/Check Out

All passengers will undergo normal procedure of check-in and check-out routine of Railway as is done for civilian passengers. Railway will provide the authority for travel in earmarked coach to all passengers checking in as per the list/manifest provided to them.

The troops will occupy the earmarked berths allotted to them to avoid any confusion/delay in train.

12. Luggage Restrictions

Passengers are allowed to carry only 40 Kgs per head as free luggage.

Articles such as Gas cylinder, Stove, Kerosene oil/Diesel/Patrol, Match box, explosive items and contraband prohibited under N.D.P.S Act 1985 shall not be permitted to be carried on board. The passengers are advised not to carry such items with them to avoid inconvenience/embarrassment while screening/checking of luggage and any likely delay while boarding.

Passengers are responsible for carrying their own baggage and conduct "X" ray checking under the supervision of security staff and also identifying their baggage before boarding.

13. Machanism For Payment

The entire amount of coaches is being paid by BSF to concerned Zonal Railway Authorities in advance after sharing the amount from other CAPFs as per terms and condition of FTR of Railway. The personnel availing this facility must not be issued any railway warrant.

14. Modification

Any modifications/changes in the Standing Operating Procedure may be carried out in consultation with other CAPFs and Railway Authority, if desired to make it functionally more effective and convenient to follow.

Special Instructions To The Passengers-Troops Discipline

a.Troops are to be briefed thoroughly by Force Nodal Officer regarding their conduct during journey. In case of any misconduct on their PART, necessary disciplinary action would be initiated against such personnel by the competent authority of respective CAPFs.

b.All personnel will be in possession of laminated I/Card and movement order/leave certificate, as the case may be.

c.As their needs are being addressed to by the FNO and NO they should be patient and behave properly irrespective of their rank.

d.All passenger-troops will occupy only the allotted berths.

e.Due attention will be paid to instructions of railways to be adopted in the event of emergency.

f.All Nodal Agencies will depute their own rep of the rank of SI/ASI initially for a one month from the date of attachment of coaches who will travel in the coaches in proper uniform to assist the troops and to maintain discipline enroute. The rep will also liaise and coordinate with T.T.E for any assistance enroute.

16.Conclusion

The Standing Operating Procedure has been framed keeping in view the functional requirement of operating the railway coaches. It is expected that all CAPFs and Railway authority will co-operate in smooth functioning of railway coaches a success.
