Welfare And Rehabilitation Board

MHA has constituted Welfare And Rehabilitation Board (WARB) to fullfill the needs of Ex CPFs personnel, NOKs and separated families.

I. Objectives Of Warb :

1. Welfare Activities And Grievance Redressal :-

a.Redressal of Grievances of retired CPFs personnel and NOKs of deceased received from various sources.

b.Compilation of data of retirement benefit in respect of all retirees.

c.Compilation of data of all terminal dues in respect of deceased force personnel.

d.To work as principal advisory body to Home Ministry in the matters of welfare of NOKs & retired personnel.

e.To work in collaboration with NGOs for benefits of retired force personnel & NOKs.

2. Re-Settlement And Employment :-

a.Arrangement of jobs in Private Sector for retired force personnel.

b.Employment to widows/NOKs in CPFs and Private Sector.

c.Arrangement of vocational trainings for:

(i) Retired force personnel including invalidated out.

(ii) NOKs of deceased force personnel.

d.Arrangement of in-house and professional counselling in self-employment and alternate employment.

3. Function Of Warb (Apex Body)

a.To work as a bridge between the MHA and the CPFs and as advisory Body to MHA for welfare of NOKs/Retired personnel.

b.Redressal of grievances received from VVIPs/VIPs/MHA and directly by the petitioners.

c.Monitoring of grievances received in DWO, SWO, CWO, WARB office, MHA.

d.Re-settlement of retired and invalidated out personnel :-

i.Arrangement of vocational Training courses.

ii.To have liaison with Public/private Sector companies for re-employment of retired Force personnel / NOKs of deceased.

iii.To liaise with MHA and state govts./PSU & Private Sector Companies for Employment to widows/NOKs.

iv.Arranging in House and professional Counselling and Training for self employment for NOKs and retired CPF personnel.

e.To have complete error free compilation and current updation of Data of retired force personnel and NOKs with respect to pensionary benefits, Terminal dues, grievances and resettlement / Employment.

f.Creation of web site and timely updation.

g.Negotiation with Financial institution and insurance Companies for fund management and Insurance cover/pension plans in respect of retired force personnel and NOKs.

h.To work in collaboration with various NGO working in the field of welfare for benefits of retired force personnel and NOKs with respect to Fund management, Re-employment, Counseling, Training etc.

i.Arrangement of funds for welfare of retired Force personnel and NOKs.

j.To work for image enhancement of CPFs among the general public.

k.To liaise with Ex-CPMFs associations for betterment of retired force personnel and NOKs of the deceased.

l.To formulate policies for welfare of retired force personnel and NOKs of deceased.

m.To work for betterment of living condition of retired force personnel and NOKs with respect to Housing, medical facilities, educational facilities allotment of petroleum products and STD Booth/PCOs etc.

n.Processing of Prime Ministers Scholarship cases.

Central Welfare Office

In Central Welfare Office, IG (Adm) of all CPFs are designated as Central Welfare Officer

1. Functions Of Central Welfare Office

a.Central Welfare Office shall work as bridge between WARB, State Welfare Office and District Welfare Office.

b.Maintenance of upto date district wise data of NOKs & retired force personnel and its timed updation.

c.Monitoring and processing of Prime Minister Scholarship cases.

d.Redressal of grievances and submission of final reports to WARB, State Welfare Office, District Welfare Office and individual concern.

e.Arrangement of in-service vocational training, courses and counselling for disabled & retiring force personnel.

f.Submission of information with respect to all welfare activities and its updation in WARB, State Welfare Office and District Welfare Office.

g.Timely submission of report return to WARB.

2. Functions Of State Welfare Officer

a.To work as bridge between Central Welfare Officer (CWO) and District Welfare Officer (DWO).

b.To have liaison with State Govt. for implementation of various Welfare activities for retired CPF personnel and NOKs.

c.To have liaison with State authority, Public and private Sector for re-employment of retired force personnel and employment of NOKs.

d.To have liaison with NGOs working in the State in the field of welfare for welfare of retired personnel and NOK of deceased with respect to financial assistance, Vocational Trg. Counselling etc.

e.To keep up-to-date data and its regular updation with respect to retired force personnel and NOKs of deceased residing in the State.

f.To implement the scheme issued by WARB.

g.Timely submission of reports and returns to CWO and WARB.

Function of district welfare officer:

1.Maintenance of upto date data and its updation with respect to retired force personnel residing in the respective district.

2.Maintenance of details of terminals dues and pensionary benefits in respect of retired force personnel and NOKs.

3.Receiving of representations from retired force personnel & NOKs for the grievances and gets then redressed through State Welfare Officer, District Welfare Officer and WARB as the case may be.

4.To have liaison with district authorities for redressal of grievances at district level.

5.Submission of report and return to State Welfare Officer and Central Welfare Officer.

6.Implementation of schemes of WARB and co-ordination in execution of these schemes.

7.To have liaison with potential employers in Public/Private Sectors with respect to re-employment of retired and employment to NOKs.

8.To provide all necessary assistance to retired force personnel & NOKs with respect to their grievances.

9.Forwarding of Prime Minister Scholarship cases for wards of Ex. CPFs personnel & NOKs.

10.To work for general image building of CPFs and to promote &d maintain a feeling of goodwill between general public and CPFs personnel.

11.To have close liaison with NGOs working in the district for benefits of retired force personnel & NOKs.

12.To provide necessary assistance to separated families of serving force personnel.
